March 9, 2012 Board Meeting: Bill Harvey, Director of the Board of Pharmacy, will present an informational talk about Senate Bill 159; the talk will address the bill’s impact on DVMs.   The Agenda will be posted at this web site two weeks prior to the Board meeting.

FACILITY INSPECTOR
The New Mexico Board of Veterinary Medicine is accepting résumés for its Facility Inspector for FY-13, commencing July 1, 2012. This is a contract position renewable annually. The Facility Inspector conducts inspections of approximately 310 stationary and mobile veterinary facilities throughout New Mexico and adjoining states’ border towns. The Facility Inspector must be a currently New Mexico-licensed doctor of veterinary medicine. Position requires familiarity with Microsoft products and the internet; preparation and presentation of written reports. The Facility Inspector attends all board meetings. Position reports directly to the Executive Director.

INVESTIGATOR
The New Mexico Board of Veterinary Medicine is accepting résumés for its Investigator for FY-13, commencing July 1, 2012. This is a contract position renewable annually. The Investigator conducts investigations of complaints received by the Board of Veterinary Medicine. Some investigations may require travel within New Mexico. The Investigator must be a currently New Mexico-licensed doctor of veterinary medicine. Position requires familiarity with Microsoft products and the internet; as well as preparation and presentation of written reports. The Investigator attends all board meetings. Position reports directly to the Executive Director.

SunRay Park Racetrack Veterinarian
The New Mexico Racing Commission is now accepting bids until March 9, 2012 at 3:00 p.m. for a New Mexico-licensed veterinarian to work the SunRay Park Racetrack Meet in Farmington, NM. This contract position is for the 42-day meet beginning on April 20th and concluding on June 26th, 2012.  All bids must be sealed and sent to:  Laura Valencia, New Mexico Racing Commission, 4900 Alameda Blvd. NE, Albuquerque, NM  87113.

Brief overview of duties and responsibilities:

Contractor will perform the duties of OFFICIAL VETERINARIAN and maintain supervision of the Test Barn at the racetrack during the race meet licensed by the Commission, in accordance with the Rules Governing Horse Racing In New Mexico 15.2.6 NMAC, and in accordance with directives and instructions as may be issued from time to time by the Commission. 

Provide pre-race inspections on an as-needed basis on horses chosen from selected stake races. The inspection may include a hands-on tactile inspection as well as observations of the horse in motion.  The extent of the inspection will be determined at the Director's discretion.  The inspection will be carried out at the trainers' barn.  Total pre-race inspections conducted will be determined per race meet. 

The Contractor will act on directives and instruction, as may be issued from time to time by the Director.  It is crucial that the Contractor have extensive knowledge and experience of veterinary practices, test barn procedures and familiarity of State Government rules and regulations.

INFORMATION UPDATES

2012 Scheduled State DVM and RVT Examination dates:

January 20; June 8.

The examination fee for these dates is $200 for DVMs; $20 for RVTs.

EFFECTIVE NOVEMBER 1, 2011:  The fee for DVM, RVT, AI, PD or Facility mailing list is $100 per spreadsheet list, $125 per mailing label list.  All requests must be accompanied by the signed and dated Electronic Data Agreement.

Annual Controlled Substance

The Annual Controlled Substance Physical Inventory due annually on May 1 is for facility records; do not send the Inventory to the Board office.  As part of the facility’s on-site records, it is subject to inspection by the Facility Inspector.                                                       

Gross Receipts Tax

The Board recently learned from its auditors, Ricci & Company, that the Taxation and Revenue Department changed its statute related to tangible personal property used in the practice of veterinary medicine.  Claims can be filed for a refund of Gross Receipts Taxes paid for the taxable years 2007-2010 based upon the previous statute.  Attached is the prior statute and regulation for your use in making a claim.  Click here for statute

UPDATE:  

Filings for the gross receipts tax refunds continue to be approved by the Taxation and Revenue Department.  The time frame for the entire filing and approval process for claims in excess of $10,000 is typically six (6) months; claims less than $10,000 process sooner.  Don't miss out on this opportunity to recoup gross receipts taxes paid on tangible personal property in relation to your practice of veterinary medicine.

RULES AND REGULATIONS

The Board anticipates final discussion concerning the proposed changes to the Rules and Regulations at its March 9, 2012 regular Board meeting.

The Board extends its congratulations to the Brown Mackie College Veterinary Technology Program. The Program has been granted provisional accreditation by the American Veterinary Medical Association (AVMA.) Provisional accreditation is granted to new programs in veterinary technology that have made significant progress towards meeting the AVMA CVTEA Standards of Accreditation. Programs may remain on provisional accreditation until achieving full accreditation, or for a period not to exceed five years. A classification of Provisional Accreditation is considered to be an accreditation level with the rights and privileges of full accreditation. Graduates from a program on provisional accreditation are considered graduates of an AVMA CVTEA accredited program.
